Recommend is a verb which means two things. If it is used in context of using an object it means to advice, to suggest or to present a word of confidence. If it is used in context that is sans object it means to make a recommendation.

‘Recommend’ is the only correct form of the word which is accepted. The form with a single M is considered a spelling or writing mistake. This kind of mistake is often made by non native English speakers.

So recomend and reccomend are incorrect. The word has many incorrect forms but the only one accepted is the one with double M. Any other form is not included in English vocabulary.
